when i rubbed a tire against a curb one time i got a nice little bump in the sidewall that looked basically the same as that, except it was a single bump rather than a series of them like that. i don't know enough about tire construction to say for sure, but my first impression is that there are metal belts along the sidewall, and somehow he has managed to snap a good number of them allowing the sidewall to distort severely. it doesn't really look like chemical damage to me, because i would think that chemical damage would melt or erode the rubber first, but that looks like the problem came from either within the tire or from a flaw/weakness in the tire's construction.
